Despite the promotion of the Ukrainian side in the political package of the Minsk agreements Moscow does not fulfill even the first paragraph of the document – ensure sustainable ceasefire in the Donbas.
Russia, unlike Ukraine, has not fulfilled any one of the points of the Minsk agreement, the U.S. representative to the OSCE stated this on Thursday during a meeting of the OSCE Permanent Council in Vienna charge d'affaires of the USA in the Organization Harry Kamian, reports mediaUA with reference to UKRINFORM.
"The Ukrainian government has carried out numerous political actions, envisaged by the Minsk agreements, including recent legislative actions on granting "special status" of the Eastern parts of the Donbas after local elections acceptable. However, the Russian Federation was unable to support even the first step - a real and lasting ceasefire", - said the representative of the United States.
He noted that these actions contradict both the letter and spirit of the Minsk agreements. "The situation remains fragile and unpredictable, and the risk of re-escalation remains high," - said the American diplomat.
In this connection, he drew attention that in the period from 11 October the SMM noted a sharp increase in daily violations of the cease-fire. And on October 14 in the Luhansk region was generally recorded a surge of up to 300 explosions in one day.
"The United States expect Russia party, which initiated the conflict, withdrawal of the armed forces", - said Kamen.
