The ultimate goal of decentralization - a complete change management system. It is primarily formed strong communities that perform all functions for their inhabitants and the Central government sets policy and supports this process.

Zubko called the ultimate goal of decentralization is a complete change management system in the field

This was stated by Vice-Prime Minister, Minister of regional development, construction and housing and communal services of Ukraine Gennadiy Zubko during the forum the representatives of local authorities "Day of dialogue with the government" in Ternopil, reports Biznestsentr with reference to the press service of the Cabinet.

"Decentralization reform for the country today is the biggest priority, and that really shows good results. Just one example, plus an additional 28 billion UAH of local budget revenues in January-August of 2018, and people should know about it and understand how they are spent. Ukrainians should receive not just a new, and high quality of service", - said Zubko.

According to him, the key mechanism of the success of the decentralization reform - transparency in the activities of service organizations, and local authorities.

"We have already submitted to the Ministry of Finance their proposals for the reform of SFS which is primarily a service organization. This will allow the local authorities to see who receives the taxes from which company, how much to pay personal income tax and the like. But you must work in the opposite direction - to publish their own budgets, expenditures, and be accountable to their citizens. Communities want transparency in everything. And the country is moving in this direction", - said Zubko.
