The data of Ukrainian and European statistical agencies on the export of round timber from Ukraine to the EU after the introduction of the moratorium the Verkhovna Rada diverge hundreds of times.

According to Ukraine law, from 1 January 2017 there is absolute prohibition of exports (the moratorium on solid wood still works in 2015, last year it was complemented by a ban on the export of pine).
According to Ukrainian statistics, the export of unprocessed timber is really a stopped: if in 2016, Ukraine supplied to the EU 840 thousand tons of round timber, in 2017 – only 2 thousand tons.
At the same time, statistics EU gives completely different data. According to Eurostat, in 2017 from Ukraine to the EU have taken out 477 thousand tons of round timber. A year ago, when they had a partial moratorium in the European Union moved 1.32 million tonnes (instead of 840 thousand tons in the Ukrainian statistics).
As noted by the Institute for economic research and policy consulting, part of the round wood export from Ukraine under the guise of "wood". After all, the EU border is crossed half a million tonnes less "wood" than the leaves of Ukraine.

The publication notes that the lifting of the moratorium disappeared from the list of requirements for obtaining a new macro-financial programme of the European Union. In this issue, the EU has decided to use the bilateral dispute resolution mechanism prescribed in the Association Agreement.
This step may become a precedent in EU history. Several members of the European Union stated that previously never had Brussels not to commence arbitration with the partners with whom the EU agreed a free trade.
